Its purpose is to generate recurrent annual liquidity (new unbudgeted income) for ICBs of between £0.6m and £2.0m, dependent on size and existing RR performance. It arises as post-delegation of Primary Care ICB benefits from successful rate appeals. Still, in 70%+ of ICBs, these have not been collected to the extent possible due to resource and specialisation constraints.

 

IHP gained its first contract in 2017 and, to date, has collected £25m for the NHS.
