Andy Bulloch
Andrew has worked in the NHS and Central Government since 2009, managing and transforming estates exceeding £5bn asset value.
Most recently, he was the North of England lead for NHSE’s-CHP’s PCN Toolkit programme, successfully delivering over 200 combined PCN clinical and estate plans now being rolled out into improvement and transformation projects.
Andrew co-designed the Optimise and AFO products. He is currently collaborating with CHP on its PACE programme to use Optimise’s Core Asset Review process with ICBs and CHP to improve patient throughput, targeting improved patient and financial positions.
He moved to the NHS from Her Majesties Court Service (MOJ), where he was the national estates division lead on finance, strategy, and transformation. He successfully led the Comprehensive Spending Review with HMT and brought in 200 Magistrate Courts from local governments.
Andrew previously spent 20 years in international FT100 and finance organisations, establishing multiple Joint Ventures, creating commercial property portfolios, and raising their associated funding exceeding £1bn.
Finance & Operations Director
Jason Kelder
Jason has led multiple estates and finance functions within the NHS. Over the last ten years, he has successfully driven £29m of cumulative Qipp savings and built a reputation for delivering estate transformation, cost reduction and estate quality improvements across healthcare providers.

Jason co-designed the Newham AFO and established the Rates Recovery programme, bringing needed liquidity and Qipp into healthcare systems.
Jason brings stakeholders along the journey and secures engagement with GPs, PCNs, Community, and acute providers. He has worked and managed multiple estate service providers across the full delivery cycle.
Most recently, Jason led the PCN Toolkit programme across two ICBs, obtaining 100% PCN participation, and has helped strengthen ICB-place links. He also recently managed the ICS Infrastructure Plan on behalf of NHS Greater Manchester Integrated Care System​

Urvash Bhagat
Urvashi is the Finance Director of the Havering Health GP Federation. Her leadership role supports the development of primary care networks in Havering, which has helped develop two Hub and Spoke ARRS models.
Urvashi has held several senior roles in Central Government. She joined IHP from her last position as Finance Director of National Savings & Investments, part of HMT. There, she played a crucial role in managing its £167bn funds and data analytics of its 25 million clients.
She spent nine years in the NHS in senior transformation roles and line management roles, including deputy director levels in PCTs, recovering NHS adult and children care services and supporting the establishment of new GP PCNs. Urvashi has also held several non-executive board positions in health charities and brings a vast amount of experience and expertise.

Renier Oosthuzien
Senior Programme Lead
Renier has an Estates and Facilities Management background within NHS Estates, LIFT/PFI’s and the Private Sector.
Renier is client focussed and manages IHP’s rates recovery, related Power BI developments and provides an additional internal expertise IHP draws down on for lifecycle planning, procurements, and core asset reviews.

Dilani Russell
Senior Programme Lead
An experienced and outcome focused senior finance and project delivery lead, Dilani has over 30 years of extensive knowledge and expertise in the private sector as well as the public sector. Dilani’s focus is on delivering effective operational and financial management that improves sustainable growth.
Dilani works at a senior level, with a proven ability to apply a corporate, yet holistic approach to identifying key issues and deliver solutions in complex situations. The last 13 years have been spent working in NHS commissioning as well as NHS provider settings, giving Dilani valuable insight into how to approach projects through an integrated lens.

Specialist in governance, finance, technology, operational change, organisational re-design, process re-design, and national change programmes. Industry experience in telecoms, professional services, FMCG, fashion, retail, advertising, utilities, sport, health, regulatory, and public sector.

Emma Forecast
Delivery Administrator
Emma started her career as a practice manager for GPs, but via Havering Health GP Fed gained project delivery experience implementing and overseeing a wide range of GP and PCN service delivery areas and communications to improve operational and financial performance.
Emma in IHP projects has administered the communications, scheduling, and data flows concurrently on over 200 entities and multiple clinical and estate consultancy companies. For Optimise Emma ensures the data quality targets are being delivered from a mix of automated and manual processes and oversees collaborative data collection.

Admin and Relationship Support
Bronwin comes from a private sector background with expertise in administration and finance.
Bronwin is in contact with around 400 practices as part of IHP’s monthly workflow and client engagement. Bronwin has developed excellent customer and practice manager relationships.

Jyoti Sweetman FCCA
Modelling Manager
Jyoti has a public sector planning, project, and financial control background. She is responsible for IHP’s integrated client models, and the overarching AFO financial-funding model, covering core property builds and transformations, population & workload demographics, and operational capacity needs and risk.​​​​​​

Wendy Dalal MSc RGN
Clinical Estates Lead
Wendy has considerable experience in both clinical operational and managerial capacities, including service reconfigurations and associated estate capital developments within the primary care, community, and acute arenas.
Wendy built relationships and supported multiple PCNs throughout the North’s PCN Toolkit Programme throughout population need identification and responsive clinical planning leading to robust integrated PCN clinical, estates and transformation projects.
For Optimise she provides transformation insights ensuring those plans remain ‘live’

Strategic Estates Plan Lead
Bev has worked across both Local Authorities and the NHS in delivering clinical and estates strategies and has extensive public and provider consultation experience. Bev is the lead in writing business cases for healthcare developments using the 5 Case Model.

Soledad Calderon
Legal Counsel
Soledad brings legal oversight and co-ordination to both commercial transactions and AFO structuring. She undertakes original site due diligence and manages external legal teams on business transactions. She also supports clients in developing Governance Structures, Collaboration Agreements and MoUs that underpin the operating structure of AFOs.
